Description
The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
The Projects Division of the Loans & Social Development Directorate (L&D-DP) identifies, screens and coordinates the appraisal, financing and monitoring of bankable social investment projects by mobilising the requisite input and expertise to implement and achieve the objectives of the CEB Development Plan.
DP ensures a first systematic screening of projects in terms of social added value, financial viability, credit risk and compliance. DP elaborates the agenda of project approvals and disbursements, proposes corrective actions, coordinates with national, regional and local authorities and other actors (IFIs, international organisations…) and uses, when necessary, consultancy services paid on trust funds or CEB own resources.
Main Responsibilities:

Working under the direction of a CEB Country Manager, contribute to advancing potential financing projects through the project cycle, in particular in the Identification and Appraisal phases.

Provide analytical support regarding horizontal tasks related to the Projects Division’s daily activities e.g. planning of activities, communication.

As part of wider duties, carry out research on project-related topics relevant to the L&D Directorate.

Stay abreast of the work of other international organisations and relevant institutions on topics relevant for the Directorate.

Draft input material for preparation of presentations and report.

Provide ad hoc support and conduct other tasks as requested by L&D Directorate, e.g. preparation of official country visits of CEB Organs.

Profile
Academic background:

Graduated within the past 24 months or currently enrolled in the final academic year at an institute of higher education (ideally at a Master’s level or equivalent).

Studies in economics, finance, management, business administration, social sciences or related fields.
Professional background and skills:

Highly developed sense of responsibility and initiative;

Strong analytical capacity, for example in the area of market/sector studies, financial statement analysis, infrastructure project background, among others;

An open, inquisitive mind and genuine interest in understanding the projects that CEB finances is an absolute must;
-
Very good interpersonal communication skills to facilitate teamwork and cross-directorate discussion;

International political, economic, social, and cultural awareness;

Ability to work in a multicultural environment;

Financial technical writing and familiarity with development banking would be an advantage.
Applicants to the CEB Internship Programme are not required to have professional work experience, but any experience relevant to the role would constitute an advantage.
Language skills: Excellent command of one of the two CEB official languages (English and French), both oral and written. Working knowledge of the other one is desirable. Any other language skills relevant in the CEB’s countries of operation is a definite bonus. Daily communication and writing assignments will be overwhelmingly in English.

Employment Conditions
- Internship duration: The selected candidate will undertake an internship for the duration of 6 months, starting in February 2025. Some flexibility regarding the starting date can be granted to match the Intern’s schedule/requirements of their academic institution.
- Internship allowance: lnterns at the CEB are paid 1 800 € per month as a flat-rate indemnity to contribute towards living costs, public transportation and accommodation. Travel expenses or other costs are not met by the Bank.
Admission to an internship does not confer on the intern the status of a CEB staff member, nor does it confer any entitlement to subsequent appointment on a permanent or temporary basis.
