Overview
The European Master’s Programme in Human Rights and Democratisation (EMA) is the main teaching programme of the Global Campus of Human Rights(GC).
Established in 1997 thanks to the vision of 10 pioneer universities, EMA is the oldest Master’s programme supported by the European Union. Over the years it has developed according to changing approaches to human rights and democratisation in Europe and in the world and to more integrated strategies in trans-European human rights education. Today EMA counts on the participation of 41 prestigious universities and human rights centres from all member states of the European Union.

The European Master’s Programme in Human Rights and Democratisation (EMA) is organised by the European Inter-University Centre for Human Rights and Democratisation (EIUC); it was created with the support of the European Union and 41 participating universities from all the EU member states.
EMA is an intensive one-year course aimed at educating 90 professionals annually in the field of human rights and democratisation.
The Master’s Degree is also an action and policy-oriented approach to learning that combines legal, political, historical, anthropological, and philosophical perspectives with skill-building activities, and in-depth study of the following areas: Human Rights Institutions, Mechanisms and Standards; Human Rights in Context: Historical, Philosophical, Religious and Anthropological Perspectives; Globalisation, Development and Human Rights; Building and Protecting Democracy; Human Rights, Peace and Security.
EMA provides the foundation for a successful career in national, international, governmental, inter-governmental and non-governmental organisations, as well as academic institutions dealing with human rights and democratisation.
EMA is both a residential and an exchange programme. The first semester from September 2020 to January 2021 is organised at EIUC premises in Venice and the second semester from February to July 2021 takes place in one of the 41 participating universities within the member states of the European Union.
After graduation EMAlumni can be found worldwide in key international human rights organisations and academic institutions, but also in field missions or in their home country working for their Ministries of Foreign Affairs, development cooperation agencies, or national NGOs.
EMA is one of seven Regional Master’s Programmes organised by the Global Campus of Human Rights - a unique network of more than one hundred universities around the world seeking to advance human rights and democracy through regional and global cooperation for education and research.
ASSESSMENT AND DEGREE
First semester assessment is made on the basis of written and oral assignments and exams. Only successful students are allowed to proceed to second semester courses. During the second semester, students will attend further specialised courses the assessment of which will be based
on the practices of the hosting universities.
After successfully passing exams and completing a Master’s thesis, students will be awarded "European Master's Degree in Human Rights and Democratisation" jointly conferred by those Universities of the EIUC/EMA network that have ratified the Joint Degree Agreement.
These universities include:
- The Universities of Graz, Deusto (Bilbao), Padua, and Ca’ Foscari Venice issue the EMA diploma to students having accessed the EMA programme holding a university degree of 180 ECTS credits or recognised as equivalent thereto;
- The Universities of Graz, Deusto (Bilbao), Padua, Ca’ Foscari Venice, Bochum, Hamburg, and Ljubljana issue the EMA diploma to students having accessed the EMA programme with a university degree of at least 240 ECTS credits or recognised as equivalent thereto.

WHO CAN APPLY
EMA is open to EU and non-EU citizens. The criteria adopted during the selection process are: academic ability and background, experience, motivation and language competence.
ACADEMIC REQUIREMENTS
Applicants are required to hold a university degree at least of Bachelor level of a high standard in a field relevant to human rights disciplines, including law, social sciences and the humanities, and must have a minimum of at least 180 ECTS credits or equivalent.
Applicants completing the degree entry requirements subsequently to the application deadline are requested to provide a current transcript of exams. Eventual admission into the Programme will be conditional upon receipt of documentation of the completed degree (by 31 August 2020).
All selected candidates who hold a non-EU degree are required to produce upon admission a “declaration of value” of their degree. Non-EU candidates are moreover required to obtain a study visa which must cover the entire duration of the academic year (September 2020 – September 2021). Both the study visa and the “declaration of value” are preconditions for enrolment and should be requested from the competent Italian Embassy or representation offices.
LANGUAGE COMPETENCE
English and French are the official working languages of the EMA programme. Fluency in English is an admission requirement to the programme. While not a prerequisite, the ability to understand lectures and read academic texts in French is a definite advantage for participation in the programme.
ADDITIONAL STUDIES AND EXPERIENCE
Additional studies and practical experience in the area of human rights in inter-governmental, governmental, or non-governmental organisations are helpful.

Cost/funding for participants
FINANCIAL ISSUES
The amount of the tuition fee for the a.y. 2025/2026 is €5500 (plus enrolment fee of €150).
EIUC does not provide full scholarships. Only a very limited number of students may be granted modest financial support in the form of a partial contribution towards living expenses and/or a full or partial tuition waiver. Depending on the available finances, lunch may be provided to EMA students during the first semester from Monday to Friday.
Students bear the responsibility for securing their full living and housing expenses prior to their arrival in Venice (estimated at a minimum of 850 €/month).
Students are responsible for their own accommodation during both the first semester in Venice and the second semester at the hosting university. With regard to the first semester in Venice, they can receive assistance in finding accommodation or may choose to arrange this by themselves.
