Overview
The roots of the Energy Charter date back to a political initiative launched in Europe in the early 1990s, at a time when the end of the Cold War offered an unprecedented opportunity to overcome previous economic divisions. Nowhere were the prospects for mutually beneficial cooperation clearer than in the energy sector, and there was a recognised need to ensure that a commonly accepted foundation was established for developing energy cooperation among the states of Eurasia. On the basis of these considerations, the Energy Charter process was born.
In a world of increasing interdependence between net exporters of energy and net importers, it is widely recognised that multilateral rules can provide a more balanced and efficient framework for international cooperation than is offered by bilateral agreements alone or by non-legislative instruments. The Energy Charter Treaty therefore plays an important role as part of an international effort to build a legal foundation for energy security, based on the principles of open, competitive markets and sustainable development.
The Energy Charter Treaty and the Energy Charter Protocol on Energy Efficiency and Related Environmental Aspects were signed in December 1994 and entered into legal force in April 1998. The Treaty was developed on the basis of the 1991 Energy Charter. Whereas the latter document was drawn up as a declaration of political intent to promote energy cooperation, the Energy Charter Treaty is a legally-binding multilateral instrument.

Internships
The Energy Charter Secretariat may offer internships for the purpose of assisting staff members and/or supervised for a defined period of time.
The Internship Programme is open to young professionals, including students enrolled in an academic educational institute. The objective of the programme is to provide students with an opportunity to gain work experience in an international environment.
The length of an internship shall normally be three months. Internships may be extended if justified by the specific needs of the Energy Charter Secretariat. In any case, no internship shall last longer than twelve months. When appropriate, engagement on a part-time basis is possible.
A request for an internship shall be accompanied by a resumé of the applicant and a letter or motivation. Excellent command of English is essential.
Interns shall act impartially and shall not seek or receive instructions from any government or from any authority external to the Secretariat.

As a rule, the term of internship will be 3 months, which may be extended by mutual agreement. When appropriate, engagement on a part-time basis is possible. Interns will receive a monthly allowance of Euro 800 (on a full-time basis) from the Secretariat. They will be responsible for obtaining the necessary entry visa and/or residence permit, as well as appropriate health care insurance.
