Overview
The NATO Defense College (NDC) currently offers eight fellowships each year in the field of defense and security policy research related to NATO and its Partners.
At the present date it includes the Eisenhower Defense (EISD) Fellowship Programme, the Partnership for Peace (PfP) Fellowship Programme, the Mediterranean Dialogue (MD) Fellowship Programme and the Other Military Cooperation/Partners Around the Globe Fellowship Programme (OMC/PaG). The NDC Resident Fellowship Programme has been in place since 1993 and since the Programme’s inception, the NDC has awarded more than 130 fellowships.

Objectives
The overarching objective is to promote research and policy analysis in areas of particular interest to NATO Member States, as well as to countries that are part of the Partnership for Peace (PfP), Mediterranean Dialogue (MD), and Other Military Cooperation (OMC) / Partners Across the Globe (PAG) frameworks.
The Resident Fellowship Programme has the following specific objectives:
- to contribute to the Research Directorate’s calendar of activities by working on topics of interest to the Alliance;
- to contribute to research on NATO’s agenda in NATO member and partner countries;
- to provide Fellows and Scholars with an opportunity to learn from the NATO community, and acquire a thorough understanding of the College and of working in an international environment;
- to expand understanding of NATO and the work of the NDC in NATO partner and member countries;
- to provide lectures to the Senior Course (SC) and the NATO Regional Cooperation Course (NRCC) on a case-by-case basis;
- to contribute to NDC educational activities;
- to help foster the development of Scholars on NATO-related issues.
Obligations and responsibilities
The Resident Fellowship Programme is under the direct supervision of the Director, Research Division.
Responsibilities of the Fellows include – but are not be limited to – the following:
- Fellows are requested to implement their research project, i.e. conduct research on their proposed topic and write a research essay while being at the NDC;
- Fellows are requested to present their work/research before completing their fellowship at the NDC;
- Fellows may be requested to act as Mentors of a Committee’s Study Project in the NDC Senior Course;
- Fellows may be asked to contribute to NDC research activities on a case-by-case basis.
NDC Eisenhower (EISW) Fellowship Programme
Each year the NDC Research Division selects three Eisenhower Defense Fellows:
- One Senior Eisenhower Defense Fellow (for 5 months)
- One Eisenhower Defense Fellow (3 months)
- One Eisenhower Defense PhD Candidate Fellow (3 months)
Applicants are invited to submit proposals reflecting the priorities and challenges for the Alliance as outlined in the 2010 Strategic Concept and Final Declarations issued at the 2014, 2016, 2018 and 2019 NATO Summits, by completing and forwarding the Application Form to the NDC Research Division.
Partnership for Peace (PfP) Fellowship Programme;
Applicants are citizens of PfP countries, as specified in the Fellowship Terms and Conditions and the Application Form. They are invited to submit proposals in the area of NATO and Euro-Atlantic security, by completing and forwarding their Application Form to the NDC Research Division.
Mediterranean Dialogue (MD) Fellowship Programme;
Applicants are citizens of MD countries, as specified in the Fellowship Terms and Conditions and the Application Form. They are invited to submit a research proposal on topics of regional security that are of interest for NATO and its partners, by completing and forwarding their Application Form to the NDC Research Division.
Other Military Cooperation/Partners Around the Globe Fellowship Programme (OMC/PAG);
Applicants are citizens of OMC/PaG countries, as specified in the Fellowship Terms and Conditions and the Application Form. They are invited to submit proposals relating to NATO and Global Security, by completing and forwarding their Application Form to the NDC Research Division.

Eisenhower (EISW) Fellowship Programme
The EISD named after the College's founder, General Dwight Eisenhower, is a research opportunity offered to scholars of NATO member states.
Partnership for Peace (PfP) Fellowship Programme;
Two fellowships are made available each year for applicants from PfP countries:
- Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Finland, Georgia, Ireland, Kazakhstan, Kyrgyz Republic, Moldova, North Macedonia , Serbia, Sweden, Switzerland, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.
Mediterranean Dialogue (MD) Fellowship Programme
Two fellowships are made available each year for applicants from MD countries:
- Algeria, Egypt, Israel, Jordan, Mauritania, Morocco, Tunisia.
Other Military Cooperation/Partners Around the Globe Fellowship Programme (OMC/PAG);
One fellowship is made available each year for applicants from OMC / PaG countries:
- Afghanistan, Australia, Colombia, Iraq, Japan, Republic of Korea, New Zealand, Mongolia, Pakistan.

Cost/funding for participants
NDC Eisenhower (EISW) Fellowship Programme
- Each Fellow receives a stipend to cover his/her travel and living expenses while being at the NDC (please refer to the Terms and Conditions explaining the differences between Fellowships).
Partnership for Peace (PfP) Fellowship Programme
- Each fellowship lasts five months and each fellow receives a stipend to cover his/her travel expenses and the costs of his/her stay in Rome.
Mediterranean Dialogue (MD) Fellowship Programme
- Each fellowship lasts five months and each fellow receives a stipend to cover his/her travel expenses and the costs of his/her stay in Rome.
Other Military Cooperation/Partners Around the Globe Fellowship Programme (OMC/PAG);
- This fellowship lasts five months and the fellow receives a stipend to cover his/her travel expenses and the costs of his/her stay in Rome.
