Overview

The OSCE Academy in Bishkek is a public foundation, established in 2002 by the Kyrgyz Government and the Organization for Security and Cooperation in Europe (OSCE). The OSCE Academy promotes the principles and values of the OSCE through post-graduate education, professional trainings, research and intellectual exchange. Its demanding MA Programme in the field of “Politics and Security (Central Asia)” enrolls a total of up to 30 students on a highly competitive basis each year. It is designed for young professionals with a strong work ethic who wish to broaden their education in the areas of political science, security studies, international relations, and conflict prevention.

This is a full-time programme that starts on 1 September 2025 and runs 18 months. Prior to 1 September all enrolled students must participate in the preparatory Summer School that will run from 4 to 29 August 2025. Students are required to travel to and be based in Bishkek during their studies.

Combine rigorous theoretical and practical training through multidisciplinary full-term courses and practice-oriented short modular courses;

  • Provide students with contemporary approaches and tools to work in the fields of political science, international relations, security, democratization and human rights, sustainable development, nationalism, and ethnicity - both in general and as applied in the Central Asian context;

  • Expand students' professional opportunities by improving their competencies necessary for their future careers;

  • Introduce students to the professional world through the internship program, use of practitioners as guest lecturers, and a network of professionals, Academy alumni, and current students;

  • Familiarize students with the OSCE mission, principles, and activities within its three dimensions with a special focus on Central Asia;

  • Establish a stimulating learning environment and provide close interaction between students, faculty and administration; and

  • Encourage friendship and respect in a culturally, nationally, and ethnically diverse environment of the Academy.

MA programme in Politics and Security accepts up to 30 graduate students each year. Students are carefully selected through a competitive recruitment process from all Central Asian countries (Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and Kazakhstan) and Afghanistan. Applications from the OSCE participating States outside the region are considered in exceptional cases. 

Since its first launch from 2004, the program had graduated 174 allumni who have now been successfully continuing their professional and academic development in and outside the region.

Description of Ideal Candidate

To apply, applicants must meet the following criteria:

  • Successful completion of an academic degree of higher education (four-year BA degree,Specialist Diploma, or studying in the final year of a BA program) in the field of international relations, political science, social sciences, humanities, or other equivalent subjects;
  • Citizenship of one of the following countries: Afghanistan, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, Uzbekistan, or of any other OSCE participating State;
  • Advanced level of English (at least 6.5 on the IELTS or a 90 on the TOEFL)*.

*if you have IELTS or TOEFL certificate, you can upload it, and if not, then shortlisted candidates who did not submit the certificate will have to take the English language test of the OSCE Academy

OSCE Academy offers:

  • Tuition-free studies
  • Monthly stipend of 450 EUR
  • Round trip travel to/from Bishkek, Kyrgyzstan (economy class)*
  • Basic medical insurance coverage (except for the citizens of Kyrgyzstan)
